Appalling customer service

We stayed for two nights and could not believe the terrible service we were given and the poor attitude of all the staff. We woke up the first night with no electricity or running water and even after 3 hours of trying to get something done the staff just ignored us. They even made us buy bottled water to brush our teeth. On top of this the bedroom floor was flooded from the air conditioning unit and it wasn't until mid day that anybody came.
Throughout this the staff were uncaring and unhelpful to the point that of being extremely rude.
On the second day we asked for some sort of discount, especially since we were just staying for an extra four hours, but they insisted that we paid the full day rate.
The restaurant was just awful. You need to wander into the kitchen to find anyone to talk to and getting any sort of service is akin to begging. They had no cold beer, the food took over an hour, and even though the lights went out we were just left alone to eat by the light of our cellphone.
I dont expect much from a budget hotel, but this place was underwhelming. The worst staff attitude I have seen in a hotel during my 6 weeks staying in Ghana.
