Great Bargain in Shanghai (Especially for Foreigners)
if your not to bothered with the little dirt and worn out furniture and fittings ,spend little time in the room this place is awesome. For one you get a room to yourself that sleeps 4. staff are friendly and no room deposit required at all so check in and out is as fast as it gets.
Call girls cards are widely thrown under every door and visible in hallways. Area wise its basically downtown and a 5 minute walk from the Metro Station which within 3 stops gets you to most of every major tourist attraction. Small Chinese Stores directly outside the entrance for chinese food, snacks and drinks. Big malls just 5 minutes walk away.
My new Shanghai weekend Hotel with the Jitai Chain down Peoples square and juggle between each.

Awful
If you want a budget room to sleep and shower in, you can do substantially better for your money -- check out a Motel 168 or a 7 Days Inn or the like.
The walls were filthy with splashes of who-knows-what, the bathroom was mouldy and the sink/shower in clear need of some bleach, there was a thick (and I mean *thick*) layer of dust covering absolutely everything, and most furniture in the room was in serious need of repair.
No 'ceiling' light in our room, just bedside lamps.
Windows single-glazed and not able to close properly.
Wires and pipes covered with masking tape and draped all over the place. Covered in dust, obviously.
Lift and communal areas are similarly grim -- giant tub of laundry didn't move during our stay there, and there was litter (bottles, packets, etc) on the floors of the corridors.
No hairdryer in room or available to borrow at front desk.
No useable free toiletries (the 'shampoo' didn't even foam up).
Toilet roll wasn't even proper toilet roll.
No regard for smoking restrictions, and the poor quality of the doors etc means that you will be able to smell the smoke from other peoples rooms in your own.
There were not only prostitute business cards under your door, but littered all over the floors of the corridors. By the sound of it, there are many sex workers operating out of rooms there (there is no sound insulation at all).
Staff didn't take copies of our passports, or even ask to see them -- which I'm pretty sure is negligence on their part and could get us into trouble for not registering with the police.

Okay for small budgets
Rooms are clean, bathrooms are ageing.
Good for people who just was a bed and don't care much about the room.
It's better if you know Chinese when dealing with the front counter.
The place is definitely very old but not dilapidated. The area is an interesting mix of the old Shanghai and new shopping complexes that have been built less than 300 metres away.
Don't expect any taxis to want to pick you up or drop you off from the hotel.
The North Sichuan Station is 5 minutes away so head there and go to East Nanjing Road.
